Charlton Select Board steps aside on 77-acre Old Texas Road parcel, favoring a family trust over an Oxford developer's buffer bid. The board voted unanimously not to exercise its Chapter 61 right of first refusal on land owned by the Helen V. LaRosiritis Trust, after builder Pete Messier and financial backer Mark Rice pitched a conservation-linked subdivision against a competing request from Bay Colony Properties' Bill Locke to assign the right to Cape and Hill Nature Sanctuary for an industrial buffer.
One member said he would be "an absolute no" on assigning the right to Bay Colony without a signed agreement in hand. The board also released two St. Mark Coptic Orthodox Church parcels totaling 5.81 acres from Chapter 61B, awarded a road-paving bid to All States Construction at $4.70 per square yard, voted to sell a foreclosed Hammond Hill Road property, and opened the warrant for an October 19 special town meeting at Charlton Middle School.
