The board then spent most of the meeting on a site plan approval waiver for 100 Worcester Road, where an applicant's friend said the commercial building has sat empty for 16 months and argued "we need housing in Charlton." Conditions floated by planning staff would require at least four parking spaces, Board of Health and Sewer Commission sign-off on added bedrooms, and construction materials kept off the grass.
