Charlton Conservation Commission Issues Order of Conditions for North Main Street Home

CHARLTON — September 10, 2025 — Charlton Conservation Commission closes hearing on riverfront home, flags Willis Drive wetland violations. The commission voted unanimously September 10 to issue an order of conditions for a proposed single-family home at zero North Main Street, approving construction that disturbs approximately 5,508 square feet of regulated riverfront area — nearly double the 2,847-square-foot maximum — with Conservation Agent Rose Conway saying the applicant's invasive-species removal, wetland plantings, and deed restrictions offset the excess. At 26 Willis Drive on South Charlton Reservoir, Conway issued a notice of violation and cease-and-desist for stone wall construction excavated without a valid conservation permit, though she offered the property owner an expedited amendment path that could bring the matter to the September 24 meeting. The commission also ratified an enforcement order at 18 Oak Ridge Drive, where a foundation had been excavated within 30 feet of a stream feeding Brindle Lake and spoils deposited into the wetland, and voted unanimously to recommend the Select Board place a $24,000 municipal waterways fund withdrawal on the next town meeting warrant to fund catch basin upgrades at Charlton's lakes and ponds.
