Charlton Conservation Commission Closes Bond Road Telecom Hearing, Continues Amazon Substation Review

Charlton Conservation Commission closed a long-running telecommunications tower hearing and continued reviews of two major development projects at its July 15 session. The commission voted unanimously to close the public hearing and issue an order of conditions for a 120-foot monopole at 91 Bond Road — corrected from the originally filed address of 103 Bond Road — after confirming the Planning Board had also closed its concurrent review; an enforcement order against the property owner covering a 260-square-foot historical buffer-zone impact was approved simultaneously. National Grid's proposed permanent transmission substation at 29 Snake Hill Road, intended to power the Amazon Robotics warehouse and involving approximately 6.7 acres of tree clearing and 466 square feet of permanent wetland fill, was continued pending resolution of outstanding Ecotech peer-review and Graves Engineering stormwater comments.

A proposed gas station, convenience store, and five-unit residential building at Worcester Road was continued to September 9 after the Planning Board pushed its own review to September 2. A South Charlton Reservoir resident identified as Berube presented a proposed bylaw prohibiting wake surfing on all town lakes and ponds, citing unanimous support from the Lakes and Ponds Commission and referencing Vermont's June 2026 prohibition on all but 18 of its largest lakes; Conservation Director Rose Conway said the commission would take the proposal under advisement through August 19. Separately, Conway disclosed the town's Agricultural Preservation Restriction on its farm property was never recorded, leaving the town out of compliance and potentially facing a $210,000 buyout — approximately $8,000 per acre — to exit the obligation.
