Charlton Select Board Grants Cafe Liquor License, Opens FY26 Town Meeting Warrant

CHARLTON — March 11, 2025 — Charlton Select Board opens FY26 town meeting warrant and approves all-alcohol cafe license. The board voted unanimously Tuesday to open the annual town meeting warrant, with departments on a March 21 deadline to submit articles and the warrant set to close at the March 25 meeting ahead of May 19 annual town meeting. The board also approved a restaurant all-alcohol beverage license for Cozy Corner Cafe LLC at 109 Masonic Home Road following a public hearing, with owner Darlene Pilling citing plans for paint-and-sip events and expanded dinner service. Two special wine-and-malt licenses were granted — one for St. Joseph's Knights of Columbus Council 11379 for a Night at the Races event March 22, another for Mary Martha Guild for meat raffles in April and November. Member David Borowski abstained on an amendment to a cannabis host community agreement with Charlton Investments LLC, citing his ongoing work in the dispensary industry statewide. The board adjourned into executive session under MGL Chapter 38, Section 21A, Number 3 to discuss strategy on the police union contract.
