Charlton Conservation Commission Issues Multiple Orders, Schedules Stormwater Amendment Hearing

CHARLTON — July 16, 2025 — Charlton's Conservation Commission closed several active public hearings and scheduled a special stormwater regulation hearing at its July 16 meeting. The commission issued orders of conditions for projects at 70 Glen Echo Shore Road, 30 Hill Road, Ramshaw Road, and Zero Old Worcester Road, and voted unanimous negative determinations with conditions for proposed work at 48 Stephens Park Road and 8 New Spencer Road, both of which fell outside the 50-foot wetland buffer zone. Certificates of compliance were issued for single-family homes at 102 Haggerty Road, permitted in 1999, and 13 Scott Drive, permitted in 2002. The commission also voted to recommend Armin Bassett for appointment to the Fay Mountain Farm Committee, as the farm's current operator has signaled he will not renew his lease. Most consequentially, the commission authorized staff to advertise a public hearing for July 30 at 6:30 p.m. on a proposed amendment to Section 1.6 of the town's stormwater regulations that would narrow the local definition of "larger common plan of development," potentially releasing at least three construction projects from the more burdensome major permit process.
