Charlton Conservation Commission Bars Further Extensions on 11-Year-Old Delineation Order

CHARLTON — April 30, 2025 — Charlton Conservation Commission bars further renewal of an 11-year-old dormant wetland order. At its April 30 meeting, the commission voted unanimously that DEP Order 128-1483 — a resource area delineation first issued in 2014 and extended more than five times without any notice of intent ever being filed — will not be renewed beyond its current expiration under the state's third extension act in November 2025. Conservation staff told the board, "It has been over a decade and they haven't done anything," adding that even a renewed extension would still require a fresh field survey because the original delineation flags almost certainly no longer exist. Separately, the commission issued negative determinations for a proposed 28-by-28-foot barn at 30 Hill Road, an after-the-fact driveway at 6A Young Road, and a pre-made shed 20 feet from the South Charlton Reservoir at 93 Leland Drive, and granted a partial certificate of compliance for the Carpenter Hill Road solar project pending one final growing season for its relocated replication wetland.
