Charlton Board of Health Wins State Approval to Cap Flint Road Landfill

CHARLTON — March 11, 2025 — Charlton Board of Health clears final state hurdle for Flint Road Landfill capping, targets fall contractor award. The Massachusetts Department of Environmental Protection issued its capping approval on March 3, the last day of its acceptance period, environmental consultant Gary Magnuson of CMG told the board at Tuesday's meeting. The project will accept up to 30,000 cubic yards of Comm 97 fill material, with the board now moving to finalize bid specifications with engineer Bruce Haskell before soliciting bids, potentially awarding a contractor in fall 2025. DEP also approved a separate IRA modification reducing PFAS monitoring from quarterly to annual testing at six to eight homes near the landfill that have shown no detections across four consecutive quarters. The board voted unanimously to award a two-year mowing contract to DCB Lawn Services of Charlton at $7,000 per mowing — up from the prior rate of $5,000 — a total not-to-exceed value of $28,000 over four mowings.
